Qingdao is one of China’s first 14 coastal open cities. It has established many opening-up functional areas, including the National Qingdao Economic and Technological Development Zone, Qingdao High and New-Tech Development Zone, Qingdao Qianwan Bonded Port Area, Qingdao Export Processing Zone, Qingdao West Coast Export Processing Zone, Sino-Germany Ecological Park, and Jiaozhou Economic and Technological Development Zone. In addition, taking advantage of negotiations resulting from the China, Japan and South Korea free trade zone, Qingdao is accelerating plans to build innovation parks in cooperation with Japan and South Korea.
At present, Qingdao is seizing opportunities to implement the Silk Road Economic Belt and 21st-Century Maritime Silk Road strategy ("One Belt One Road") and the development of Shandong Peninsula Blue Economic Zone. Qingdao is committed to planning for the future with a world view, enhancing the work by international standard, highlighting characteristics with local advantages, taking the lead in scientific development, making a leap forward in blue economy, and accelerating the construction of a modern international city with habitable environment.
As for the opening strategy, Qingdao Municipal Committee and Qingdao Municipal Government issued several policies such as "Several Opinions on Implementing the Development Strategy of 'Going out' and 'Bringing in' to Open Wider to the Outside World" and "Outlines for Building Qingdao into an International Trade Center City (2013-2020)". Qingdao has set up a foreign economic partner city work mechanism and initiated to establish 8 overseas Qingdao Industrial and Commercial Centers in Singapore, Busan in South Korea, San Francisco in the US, etc. Now we are actively applying for the Qingdao Free Trade Port Area.
In the National strategy of "One Belt and One Road", Qingdao is identified as a node city in New Eurasia Continental economic corridor and a pivot for marine cooperation. Qingdao will make itself into a carrier of four functions which are mutual open gateway to the "One Belt and One Road", economic cooperative hub, marine cooperative platform in East Asia and a comprehensive service base. In December 2014, the Multimodal Transport Customs Supervision Center of Qingdao was officially approved by the Central Government. The center will integrate the transportation functions of sea, land, air and railway to connect the "One Belt" and "One Road" in Qingdao, and to play the strategic function of connecting the South to the North, the Indian Ocean and the Pacific Ocean. Qingdao becomes the leading city of the one-stop regional clearance reform of the "silk road economic belt". In the next step, Qingdao will accelerate two-way investment and trade cooperation with countries along the "one belt and one road", establish a batch of economic cooperative partnership cities, construct a series of cross-border trade connection carriers for regional cooperation, carry out two-way investment and trade major projects and build some overseas economic and trade cooperation parks. Qingdao plans to increase the trade volume with countries along "One Belt and One Road" by 10 billion US dollars to 50 billion US dollars, enhance the foreign investment volume from by 10 billion US dollars to 34 billion US dollars, and quadruple the overseas investment volume to 10 billion US dollars.
